David Shields FCIPS
David has extensive experience in leading organisations and in managing procurement transformation, leading the delivery of complex commercial performance improvement and eEnablement programmes. He has developed and implemented procurement strategies to achieve business goals within both public sector organisations and private sector businesses in sectors including manufacturing, business services, finance and insurance. His expertise as a business leader is demonstrated through a proven track record of delivering to demanding targets. David has successfully managed significant change programmes, implementing and embedding solutions, outsourcing programmes and developing high performing teams through substantial cultural changes. He has managed large scale delivery of eCommerce solutions including spend analysis, spend recovery, supply chain management, commercial intelligence, eSourcing and eAuctions. David is a Fellow of the Chartered Institute of Procurement and Supply.
David has vast experience in both the public and private sectors. As Managing Director for Government Procurement Service David led a cost reduction programme resulting in a 42% reduction in the overall cost base. Under David’s leadership Government Procurement Service delivered £5.2bn of savings over two years. As Director of Markets and Collaborative Procurement at the Office of Government Commerce David established a number of eEnablement projects including the first ever pan government eAuction Centre of Excellence, involving over 600 organisations it delivered savings in excess of £100M. David has also held positions for AXA (UK), APS Ltd, CGU(now Aviva) and United Assurance Group.
